Lincoln Street project wrapping up

With the exception of some minor cement work and the top layer of asphalt that will be put down next spring, city officials say the Lincoln Street contractors have finished the driveways and cement work, have seeded the boulevards, and have been replacing signs and sidewalks and taking down the cones and barriers. Council members discussed if this is considered to be “substantial completion” according to the contract; the project was to have reached “substantial completion” by Oct. 27, and a penalty assessed for going past that date. Mayor Julie Hogie sug­gested speaking with the project’s engineer to make the final deter­mination if the project has reached “substantial completion.”
